Haven't done the squirrel quest myself (no caster toons so no desire to get the caster title), but would it be possible to team up? Have one person gather some squirrels from one location and meet up with somebody who gathered them from somebody else, then somehow transfer all the squirrels to one toon?

I was able to solo the squirrel event just now and got the title. I did use every available second with the nautilous shell (maybe had 3 seconds to spare after turn-in) and it only took me 14 squirrels to get the title. So i would say shoot for 14 and then turn in. I was using Unbridled Enthusiasm plus a speed passive skill as well as a clear thought potion (dont know if that made cast time faster...I can check tomorrow). That's it. Good luck to the rest of you
EDIT: It also takes about 9 squirrels to get the Pied Piper of Hamlin title. This is a vanity title and does not give any stats. However it's nice for those players that try to collect all the game titles. :3

I found Richie II just now. He was at his spawn location in the barn. However, I don't know why he was unavailable for the previous 14 hours. So is he bugged? Maybe, maybe not. Best suggestion is that if you get this quest and can't find him, DO keep checking back periodically. I had to check the whole area about 7x through the course of the day before I finally saw him spawned.
After searching for several days, someone I know eventually called Frogster and they sent a GM onto the server and fixed them. They seem to be fixed for about an hour tops then they proceed to glitch yet again. I called them a second time, they were aware of the issue and had been fixing it all day, they sent another GM on and it was once again fixed. However now it is glitched again and no on answers Frogster's phone. Seems like we're out of luck until Tomorrow morning yet agian.
You would figure after the hundreds of tickets, and phone calls they would yank the quest or put in a temporary solution for the time being.

OK...so I have several torn chapter pages 1-9 and got the buff from the NPC and have the book. Still lost on how to complete. Any tips? I read the first post and my brain still doesn't comprehend it...lol.
Extended Tutorial on Storybook Quest
Torn chapter pages are your guides. You do not need to possess them in order to receive the titles. However they list the story elements you need in order to receive each title, so they are useful. Story titles appear in blue and the required elements are listed below them in yellow.
Talk to the [Storyteller] NPC in Central Varanas or by the Varanas Gates to receive the quest story book and a story element (appears as a buff for 24 hours). You can only receive titles that require your specific element, so check back every day when dailies reset to get a new story element.
Consult your torn chapter pages to see which titles require your specific element. Then find other players that have the rest of the required elements for that title. Invite them to your party. Once all the players with the required elements for the story title are in your party, right click the storybook that the [Storyteller] NPC gave you. This will reward you with the title.
Once you have received all 20 titles, go to the [Storyteller] NPC to receive your reward (most likely the "Story Ceremony Writer" title).
Additional Notes
-Sometimes you will receive the title automatically without having to click the storybook.
-Does not work in a raid. You must form individual parties for each title.
-All party members must be within Varanas, or at least within the Gates or Central Plaza.

I had the same problem but this is how it works.
1) Get your story element from the story teller it will be located at the top of your screen.
2) Look at page one, say your element is knight look on the page and in yellow look for knight you need to add to your party the rest of the elements, for example chapter one The heart of courage and the stallion is the name of the story. The yellow text below it says [COLOR=black]Princess, Knight and evil entity.[/COLOR] Since your element is knight you will need a princess and evil entity in your party.
3) Once everyone is in the party click the book and a title will pop up, then in the other chapters you look for your element and repeat the process.
4) People in the zone will advertise what they are looking for and if your not sure if you have the title already just press T under events the title should be there.
I think also if someone else clicks the book you get the title also, before you break party check to make sure you have the title.

I am so pissed about that richie quest. I lost my 2 buff points because of that quest. Not like it ruins my life. Just you spend alot of time, working to get a prize but one buggy quest ruins it. I tried searching like mad 3 times today, no luck.
I searched everywhere, and i mean freaken everywhere for all of those guys and got nothing in channel 1 or 2 (3 wasnt open)
even during the dead of night, nobody around looking, i got nothing, not from the coords or from anywhere for all 3 brothers.
You who got it should consider yourselves lucky, the most buggy quest i can see.
Luckily i dont care about the 14 day prize.
I forget what it is now but i believe I remember it not being too useful to me. At this rate though a person wouold be lucky to get it due to the bugginess/fail of the richie brothers quest.
